Ticket to Work and Self-Sufficiency Program

The goal of the Ticket to Work and Self-Sufficiency Program is to expand the choices for individuals with disabilities who receive Social Security benefits for employment. Social Security mails a “Ticket-to-Work” that enables beneficiaries to access organizations that provide employment services and supports. In Indiana, Tickets were mailed out to beneficiaries beginning in the fall of 2002.

Anytime after receiving the Ticket to Work, a participant may voluntarily choose to assign their Ticket to an Employment Network (an agency or organization) who is providing employment services under the Ticket to Work Program. Employment Networks may by an employment agency approved by Social Security or Indiana’s Office of Vocational Rehabilitation. The Ticket Program is for Social Security Disability Insurance beneficiaries and Supplemental Security Income recipients between the ages of 18-64, who are currently receiving cash benefits.

Individuals eligible for the Ticket Program include:

  • Individuals between 18 and 64 years of age;

  • Adult Social Security disability beneficiaries who are Childhood Disability Beneficiaries;

  • Individuals who receive Supplemental Security Income (SSI) and/or Social Security Disability Insurance (SSDI).

Once an individual assigns the Ticket, the individual and Employment Network must make an agreement that outlines the services that are needed to reach a specific employment goal. This agreement is formalized into a written plan known as an Individual Work Plan (IWP) or Individual Plan for Employment (IPE). As long as an individual continues to make progress towards an employment goal in a timely manner, the Ticket is considered "in use."

When a Ticket is in use, Social Security will not conduct a medical Continuing Disability Review. However, if Social Security determines that the participant is not making timely progress he or she may be subject to a medical CDR. A participant can use a Ticket for sixty months (5 years) and in some cases longer. Only one Ticket is issued during each period of a Social Security disability.
